Functions of Estate Management in CDA Islamabad.
Estate Wing
The wing is responsible for the preparation of Islamabad Land Disposal Regulation along with the opening of new sectors in Islamabad. The wing deals with all matters relating to allotment/transfer of plots & property under the Land Disposal Regulations. It caters for the allotment of residential plots through ballot and open auction. The wing also handles the legal matters pertaining to the Authority.

Directorate of Estate Management-l deals with the matters of allotment and transfer as well as transactions of all Residential Plots & Houses. The directorate is one of the major earning hands of the Capital Development Authority and is custodian of record of ownership rights of allottees for more than 75000 residential plots & houses.
Detail Of Major Functions
Maintenance Of Record Of Allottees/Owners of Residential Plots/Houses. Allotment of plots through auction, preparation of list of vacant/cancelled plots for auction, execution and extension of construction period, transfer of plots through One Window Directorate. Furthermore, transfer of already allotted plots/houses in case of death of allottee in the name of legal heirs of the deceased.
Regulatory Functions
Check land use/misuse of allotted plots in accordance with terms & conditions of allotment. Issue notices to take action against the allottees found involved in violation of Building Bye Laws, issue notices to the defaulters. Initiate cases for restoration of cancelled plot after removal of reasons of cancellation by the allottees in accordance with Restoration Policy-2014. Deal with court cases in collaboration of Law Wing CDA in various courts of law.
Estate Management-II is the Custodian of Record of Rights of Allottees of all Non-residential plots. Primarily deals with the matters of allotment and collection of revenue of all Non-Residential Plots/ Commercial, Industrial, Diplomatic, Government Plots. It is one of the major earning hands of the CDA.

Disposal Of Plots Through Open Auction
- Estate management directorate-II disposes of commercial plots, industrial, agro farming plots, diplomatic enclave plots to general public through open auction in collaboration with finance wing of CDA.
- All plots are disposed of in accordance with the provisions of Islamabad land disposal regulations – 2005.
- Agro-farming plots are disposed of through open auction or as rehabilitation benefits to the eligible affectees under Islamabad displaced persons rehabilitation policy – 1996.
- Allotment of plots to government organisations are made with the approval of CDA Board and the Prime Minister of Pakistan.
- Allotment of Plots to Diplomatic Missions on the recommendation of the Ministry of Foreign Affairs, approval of the Board and approval of the Prime Minister of Pakistan
Regulatory Functions
- To check misuse of allotted plots in accordance with terms & conditions of allotment.
- To notice issues and take action against the allottees found involved in violation of building byLaws.
- To issue notices to the defaulters and in case of non-compliance, to initiate cases for cancellation of allotment/lease hold rights of the allottees.
- To initiate cases for restoration of cancelled plot after removal of reasons of cancellation, by the allottee/lessee in accordance with Restoration Policy-2009.
- To deal with court cases with collaboration and concurrence of Law Directorate CDA in various courts of law.
Functions & Responsibilities of Land & Rehabilitation Directorate
As per Conduct of Business Regulation 1985 and according to Procedure Manual Part-III directorate of L&R Dte is responsible for the following functions:
- All matters related to the acquisition of land such as:
- Preparation of Directives for the acquisition of land.
- Obtaining records from the revenue department.
- Working out the rates.
- Matters relating to rehabilitation of affectees.
- Eligibility certificates for allotment of agricultural land in colony districts.
- Allotment of agro farms in different agro-farming schemes.
- Allotment of residential plots.
Land and Rehabilitation Matters
- Introduction of ICT portal for fresh allotments & dedicated software for the complete life cycle of the allotment available for fresh allotments
- Initiation of BUP Awards for D-13, E-13, finalisations of C-13
- Award settlement of claims in land sharing sectors = C-14,C-15 and C-16 (Land + BUP verification)
- Park Enclave sector development
- 1-12 sector development and settlement of claims
- E-12 (negotiations underway)
- Sheikhpur + 1-15 clearance of area from affectees
Sector Development Directorate
Function
the Sector Development directorate is responsible to look after infrastructure development of new sectors. At present development works are being carried out in sector G-13, D-12 and E-12.
